Let Private buyers atleast attempt to roll on FC only plots

re are plenty of reasons why FC's might still be interested in areas other than Ishgard. Expect them to be FC-only for the time being.

I made a fresh new character in November and was able to easily afford teleportation to and from our FC house in Shirogane. I didn't give her any money, so the only funds she had available were what she earned going through the game. As long as they're not going back and forth five or six times a day, the reduced rate to port to FC houses makes it a lot easier to swallow.
