Why is there only one character restore of the life of an account?

I put in a ticket both in game and online to restore a alt character.

Both has the same response yesterday and today (on my birthday no less) I got the same response because I used my last and only restore over 3 years ago.

Unfortunately, we were unable to restore data for this particular character, since it appears that you have already used your one-time character reactivation for this account. I have been here since 1.0 and been a loyal player of ffxiv through thick and thin yet even though they final put a system in place to slowly remove bad mark from bans for chat or other abuse they still do not help you if you lose a deleted character more than once ever.

Anyone else share my frustration or am I am just a fool for thinking my request of having another restore every 6-12 month (to avoid abuse) is too much?
