It is not balanced, it is not "working as intended" in all places, but it works. Meanwhile, you have the housing disaster going on which clearly doesn't work on any level, so I also understand fully that Square would rather focus on getting the housing issues fixed with priority, then worry about PvP fixes.

Besides, in order to roll out major changes, they usually have to take down the entire game for maintenance. Unless it involves truly catastrophic bugs, that is usually only ever done at the end of a week, Monday rolling over to Tuesday.
Not to mention they are probably also still working on last-second balance adjustments to be ready for the next Ultimate based on the feedback and data from the last week, since once the Ultimate race has begun they will not want to take down the servers for maintenance again until it is finished (which might take longer than a week, depending on how the fight turns out).

I hope PvP issues will get fixed as soon as possible, but honestly, I am glad they are focusing on the more pressing stuff right now. I am sure there will be some bugs fixed in 6.11 next week already, and then more once the Ultimate race is over.
Here’s the thing though, this all should have been tested. This isn’t some super hidden happens once in a lifetime bug. If you play bard for literally 30 seconds you will see the bug. If they don’t have the time to properly test a piece of content….then don’t release the content until you do. As it is now it feels unfinished,lazy, and unplayable if you play as a bard.It’s beyond ridiculous an entire job is rendered moot because of it. The housing issue as well, should not have made it past testing if they do indeed actually rest their game.
