It doesn't, if you use purify at the wolves den pier, you don't get the immunity at all.
Trust me, I've been practicing on the training dummies and it never gives you the buff, but you can clearly see the buff for the shield.
It doesn't work.
You might not get the CC protection because in order to GET the protection, Purify needs to clear a CC and if the game understands this too late, you'll end up using Purify on nothing because the CC wore off anyways, because some CCs are ungodly short and fall under the server response time.
But also, yeah, there is the issue where the server takes its sweet time applying the buff, and people are spamming CCs on you 3 hours in advance, so you'll see your Purify on 29s Cooldown, but you're still under CC even though you should be clear until it becomes at least 25s. This can also happen with Guard where you'll put up a Guard because you just charged in, but because the CC was understood to be there before you pressed it, you'll be CC'd ON GUARD, WHILE THE ANIMATION IS PLAYING AND THE COOLDOWN IS RUNNING!

Yeah, essentially make Purify double as Fetter Ward that you can activate pre-emptively instead of responsively. It used to be a staple of Melee play before 6.1 to just Fetter Ward before jumping in, and that was the window where you're allowed to burst before you needed to jump back to return to neutral/ranged play. It would be pretty sweet if Purify would fill that gap once again just by giving you Resilience on button-press instead of waiting for a condition to happen (It would also improve responsiveness dramatically since the server won't need to check for a conditional in order to apply a buff.)
