To give themselves more time to figure out the cause(s) of the issue and resolve them. Only they know how deep into their code the problem is, how long it will take to find all the various connections it/they have, how long it/they will take to fix, and then how long they need to test to make sure there are no issues with future lotteries. Giving themselves another nine days is a wise move "Under-promise and over-deliver". If it doesn't take all nine days then we'll be happier they got it done faster. If it does, then we were told to expect it to be that long.
