No. We're not a mind-reader. That healer was a stranger to you as you are to them. It's Duty Finder. They cannot possibly know what you're thinking, especially if there are barely words exchanged prior and/or after the Rescue attempt.
You can ask them to not rescue you anymore?
You can tell them that your abilities are interrupted?
You can tell them it's detrimental to you?
Have you even tried to communicate this to your healer at any point? They won't know unless you tell them, they (and us all here) are not a psychic. It also serves as a learning experience for them to use Rescue more effectively in future. A polite request never hurts.
Malicious use of Rescue is another issue, but that happens like once in a blue moon & fairly obvious when it's attempted. You know where to report that to if you think it warrants a support.
The last thing healers need is even more utility stripping, and your request here to put a toggle will 99.99% kill off the button, they might as well not exist at that point.
Rescue is the one single skill we have that is both fun and requires skill/forethought. I swear some people just really want to kill off healers. It should never go away (but going by the current trend it just might).
How many times have I been asked to pull someone to micro optimize uptime. How many times have I waited for this one new player not knowing mechs standing in the wrong place and aptly pulling them to me (especially in the latest 24 raid). One of the best feelings.
It might hinder you in pug because it sucks losing a gcd in this game in particular, but so would your death hadn't you moved ?
It's difficult to learn due to the lag in it, but it has it's place and a very long cooldown to stop ouvert abuse.

Seriously. You can have your rotation disrupted or be killed by other players in a hundred different ways in instances. They can drop aoe markers on you, abandon you during stack markers, laser your entire group in copied factory, fail the ATE in Seat of Sacrifice, fail to heal you, fail to hold agro on a mob, spin the boss, drag it out melee range, pull mobs out of Doton, disconnect, afk and so on.
It happens and most of the time there was nothing you could do about it, but it was just an honest mistake and a part of ff14 group content. Rescue is the same thing. If they yoinked you and it was a mistake, whatever, they meant well. It wasn't your fault, you'll get a Raise and clear the instance just fine. Deal with it.

I think it should be castable outside of combat AND on people who are also not even in you party.

Making rescue an invulnerable is like opening a Pandora box. Now we're gonna have strats when healer needs to press rescue to cheese a mechanic or a tank buster or whatever. I see so many ways how It can be abused so I don't think the skill will ever have an invulnerability to it.
That said, it does feel awkward to use precisely because of the delay, but I don't think the devs can make it better since this skill has been like that for ages and they don't really care about healers in general.
Rescue is amazing though. It leads to either an amazing save or hilarious outcome.
Rescue's quite good, was amazing for PVP before it went away too.
Handy for repositioning players who have recently ressurected and are out of position for an upcoming mechanic, has some vague uses in savage strats too depending on who you play with. Most of the benefits have saved myself, or a party member from certain death because of LB3 animation locks though.
The skill isn't inherently malicious itself, it depends on the person using it - but the majority of people would likely have good intentions with it and will 'try' to save you if they think you are in a high amount of danger.
If someone unexpectedly rescued you across the map and caused you to slide through and detonate 6 black holes on Exdeath (Deltscape v4), then it would definitely seem suspicious.
Tanks can turn off their stance, though ?

Your character is not you and has no rights. SE, on the other hand, has all the rights over your character and you accepted that clause when you clicked "yes" before installing the game.
I'm now imagining you going on a crusade online every time your character takes damage saying something like "How DARE they hit my character like that? Nobody should be able to CONTROL OR LITERALLY ASSAULT YOU IN-GAME!!"
