Bozja has multiple instances of this. If you unlock it and start completing the story, you're going to have trouble getting enough players to run Castrum in the Southern Front. Then after that Delubrum is another gate where no one plays it anymore and it's rare to get enough players to attempt it. After that there's also Dalriada. SE definitely needs to go back and touch up the entire Bozja section since there's rarely enough players who are around to complete some of these for newbies just trying to catch up.
The story for the Ivalice raids was alright I thought, the weakest of the Raids so far story-wise but it was OK. I really loved the actual Raids itself though and the environments. That was wonderful. Anyway I actually like how FF14 does kinda really try and get you to do its story content. Its rather refreshing for a MMO to do that. Plus whilst I may not be the AR’s biggest fan story wise, it does connect and help enhance the Bozja stuff which has one of my favourites stories in the game. I think perhaps SE should look at perhaps easing the Raid a little, now its no longer run for gear or gameplay and just the story/progression.
In other news, there is no technical debt from 1.0.

The Bozja story content is a narrative sequel to the Ivalice raids, so it makes perfect sense that the latter would be required first; I don’t see why this is a major problem.
I agree with you, but on OCE you can't even do the raid at all not even a first time. I waited once for 3 hours and it never qued. Hopefully the server will fill up so we can get past this road block

I think I actually did get into the Ivalice raids via DF on my Sophia alt after a fair bit of waiting, but in any case the main way of getting through them is the PF. There are very regular parties for all three raids, sometimes Mhach as well. I'm not up to NieR but I assume there will be parties gathering for that too.
Minor correction: alliance raids are the one area where tanks don't get queue privilege (and where DPS have a comparatively faster queue -- at least by DPS definitions of "faster"). A given alliance raid needs 24 people to pop: 15 DPS, 6 healers, and only 3 tanks.
