I know it has been brought up before, but given that the trust system exists and thus people can play solo, what would the downside be to multiplayer trusts? ie 3 people want to play a dungeon together but don't want to pug the 4th spot, or the same for 2.

Seems to me like a no brainer expansion of the Trust system that would allow people to play the way they want and wouldn't require much more than an adjustment to a system that already exists.

I will keep popping in and bringing up the idea from time to time as it really is important for me and my wife. She often gets nervous and uncomfortable playing in pugs or with anyone other than me, but she loves the game otherwise. It can be stressful for some to do that an another option would greatly increase her enjoyment of the game.
