TL;DR NIN's Huton and Meisui feel overpowered. Potencies are too high. They can be as tanky as a WAR with less effort.

Try playing Ninja yourself, and see how effective you are at dealing damage while blowing all your Mudra charges on Huton and Meisui.

The abilities are potent because they come with an enormous opportunity cost.

Your claim that Ninjas tank as well as Warriors is absurd, and even if they could, the Warrior would offer substantially more damage and utility while performing that function.
