The FC leaders do meet the requirements, that being that they have been in the FC for 30+ days, their level is irrelevant. Last FC's were created in early March. Some master leader, likely brought over from another server, would create each FC, populate it with 4 lvl 1's, sell tons of armor to GC to get rank 6, and then drop the FC and start on the next one. That also requires over 300 subbed accounts to cover all 5 servers. Our OCE FC got a small in Ward 1 subdivision, and the only other taken plot there is a large that is owned by a similarly nick-named(IRC) consortium that only managed to (so far)nab 3 plots across all the wards. The notable difference in that group is almost all the same-named FC's have a lvl 90 alchemist and 3 lvl 1's

Sad situation, but hopefully SE will notice the situation as they are now involved in a *very* detailed examination of all the plots while sorting out the lottery mess.
its actually possible to buyout entire wards with 16 service accounts, somebody on EU did it
