Lottery is based on luck completely so in other words some may never literally win EVER and theres no gurantee of them securing a plot. If they had a system where once u lose upto 20 times then you will have a better chance at winning later on next try.

the last update basically did nothing except change dates so they need another 10 days to fix things but even after that i promise 99% of the player base who are paying for the game wont have access to housing.

Artificial scarcity and folks being upset over features unavailable to them because of poor design is absolutely not 'entitlement' in the sense you are using the term. That word has lost all meaning as it has become so twisted over the years.
And frankly, yes, 100% everyone who pays a sub is ENTITLED to access all the digital content their character qualifies for. It is 100% on Square Enix that they can't. Square Enix, and to some degree the player base, both need a healthy dose of reality.
their next update is going to fix nothing. Because there is a chance even after a trillion tries you may still NEVER win a plot ever because its a lottery and its luck based. Its not like your odds of winning goes up everytime u lose. So it will never be fixed as there is not enough plots or wards.

sadly housing has been a mess since its release the lotto system has good intentions but ultimately still a really flawed system regardless
back in the day i owned 8 houses all with fc's ( to be clear it was never to flip them or make money i just enjoyed decorating them and selling them after a few months to buy another lot to do the same and i worked my way to owning all the good lots in fact i owned the strip of 3 on the beach in mist all in the same ward the lavender medium right on the lake etc etc )
i ultimately took a break l stopped subbing and lost them all ( oh well never mind )
1. fc's are a easy way to sell plots to other players because simply invite the new owner to the fc get your money leave job done this system i assume still works ..
So rmt and dark web sales can still occur or just good old filipping of them to fc's losing lotto and screaming for a fc house !
2. the lotto system is already easy to exploit as the other day some one asked if they could buy my lvl 8 fc for 100 million gil i said no but then upon thinking about it later on why i figured what stops 10 20 different fc alts owning fc's to increase the chances of a specific lot ..
In fact i read someone on youtube make the comment they had 7 bids on 1 lot lost but the 8th person bid on the wrong sub and they got their house ..
Name change the fc job done in fact it could be used to make gil from flipping fc lots to fc's screaming for them even with this lotto system !!!
so in fact even this lotto has done little to ease the housing fight ( even with this 0 bug ) if anything its made it harder because instead of just camp /spam buying the lot you now have to gamble on it with a possible chance to win or lose to bots / alts to have to pay extra if not real money to secure a housing lot for your fc !

All the lotto system was designed to fix was the standing for hours on end at a placard fighting against bots (RMT or actual player). That's it. It appears it was successful. Bots had just as much of a chance as legit players.
The other change they made to the housing system was to work towards getting every FC that wants one a house. As per that FFXIVHousing site, about 30% of FCs have houses. Sure, some are shell FCs or one-player FCs, but 30% ownership is a glaring problem. SE addressed that by making, for now, all wards 1-18 for FCs only. Within a few lottery cycles, we should see FC ownership climb towards 100% (of the FCs that want a house).
The supply problem faced by private players is not one they have addressed. They might never address it. It could be something as simple as SE never thought FFXIV would be this successful and the software and hardware isn't extensible to millions upon millions of housing plots with all the storage that goes with that (item placement coordinates, rotation, etc).

"Atleast if you live in the most expensive city in the world you can Atleast overpay or over bid to get anything you want but in this game doesnt matter what you got ... unless you get lucky you're not getting it."

Let it be known that 97% of the Warriors of Light's playerbase are homeless despite saving the world too many times.
Maybe next time remember they still SOLD you a house before deciding to save it from a 9th calamity.
