If you don't want to do them, then don't. If you really, really want the gear or titles that are the rewards from achievements, then you will do what it takes. If you can't be bothered to get the achievement, then just don't worry about it. It won't lessen your enjoyment of the game if you don't get it. And if it does lessen your enjoyment by not being able to get them, then suck it up and put in the effort that everyone else is.
And asking to reduce requirements of existing ones is not fair to those who have already completed them and put in all that effort. And not everything will be obtainable short-term. If you were to 100% solo, it would take you about 8 years to complete all the regional, local, company and faction leve quests. SE obvisouly designed the big number achievements with the longevity of the game life in mind. They want the ridiculously long achievements in there to occupy people through the number of years they hope to keep the game active and earning for them.
Not everyone 'gets' achievements. I have a couple of people in my LS who laugh at my compulsion to complete these things when to them it is just 'pixels on my history'. For me, I am a very procedural person. When I play, I like to set goals for myself, plan out how to get it and do so. Wether it is working out what is the best gear for my class and how many of what material i need to farm and what areas to go to and what skills to use, or wether it is working towards a goal of numbers of synths where i plan out the most efficient craft and cost analyse the benefits of farming vs buying. I do it and wind up meeting my goals and getting those pixels on my history. I get a sense of joy an triumph from it. The harder the achievement, the more satisfaction. I like it the way it is. I will get the long term ones eventually. I know it will take time, and I accept that, so will patently work on them until they are done.
