Need help finding quest-givers

I got stuck between trials somehow, and now I can't find the next quest giver for hard mode Garuda. I am in need of "The Howling Eye (Hard)" as well as "The Navel (Hard)" and have completed Ifrit in "The Bowl of Embers (Hard)." My Problem is I do not have the quest required to start the next trial, and I can't find the NPC who gives it out. Can anyone tell me who and where to pick up the next quest from?

Vesper Bay, inside the Waking Sands. Same place you picked up the Ifrit Quest.

Thank you, I was looking all over towns by the original trial locations and I checked revenant's toll but I didn't think to check at the old base. Urianger had two other extreme mode trials waiting for me as well as the guy with the Garuda hard quest.
