Realization that housing lottery system is broke

So I know most "housing lottery system is broken" type threads are about the "zero winner" bug but what I've actually realized is that even with that bug not happening...the system still is badly broken. I saw one twitter commenter state "11 of the 13 participants were us (their FC) for a 50mil plot. That means that FC dropped 550 million gil. For example the FC im in barely scraped together the 20mil to try for a plot, we literally can not afford to get more then 1 ticket for a plot (even at the cheapest) to upgrade from small to medium. Yet there are FC's able to drop 550 million gil and get 11 chances. Thats not something small FC's can even hope to compete against. It should be ONE single entry PER fc. I can see it being exploited next lottery by scalpers/RMT with significant gil stockpile and multiple accounts (just need 4 accounts, 3-4 characters on each account to form 4 separate FCs a month ago, spread out the necessary gil and snap up 4 houses then resell them for a markup).

I think you some of you are getting way too technical and some of the posts are convoluted when they need not be. A lot of people make great points, but regardless of what they did, the RNG code is created by a person, and they inputted 0 as one of the possible choices for output. I have coded in Python and Mathematica before, and if you import random, and then you list the parameters, e.g. list=1,2,3,4,5... It is pretty easy to see, that when they listed their parameters for the housing lottery system, they included 0 (zero) in the list of possible choices that could be rolled. If they did in fact did put zero into their list, as in: listhousing or list1 (whatever you want to call it) = 0,1,2,3,4,5..., when as stated earlier, it should have been list1=1,2,3,4,5...

If what I stated is correct, then in all fairness, they should roll back EVERYONE's bids, because if 0 (zero) was counted as a possible RNG choice, then EVERY roll is invalidated and needs to be done again. I know it sucks for some people, but in all fairness, if zero (0) was included, then redoing it is the most fair solution.

The bug is the biggest kick in the rear. I was the only participant for a plot and since you know they won't give solo participants the victory after the bug fix there's gonna be a surge of people who actually lost fairly coming to the other plots once they start the lotto back up.

In the end I guess I get to save 20 million gil.

it should be one FC per entry, it should be the same opportunity as buying a private house

Even if dont care for market board pvp, getting 50m is easy enough. (playing recent content gives tons of gil)
And its not like youll just end with 0 gil after that since the other fc members could bring in their share as well after a successfull funding.

If you cant afford it, might consider aiming for M or S?
the size of the house should also reflect the size and commitment of the fc itself tbh
Why should 4 people own a L size when theres a FC with 30 active members that collected the gil for 8 entries?
Same goes for why should 30 people that didnt care enough to work for the entries and only made it to 1 when there are 4 commited people that made it to 4 entries then?

Community organisation and work gets rewarded, sounds fair, yes.

I suspect that is on purpose, it deliberately favours larger FCs. Just like the available plots overall favour FCs in general.

Problem is, there are a lot of cases of FCs with 1 real person and 10+ alts, every member a low level, and SE does nothing about it, it's not even difficult to check, I personally found 4 FCs doing this and I only checked 5 wards, but I can't post any proof here because posting lodestones to call out people abusing the system is against the rules.
Gil means nothing, there is nothing to do with it in this game, if I could buy 20 large house tickets by myself I would do it, the difficult part is getting the fc members to buy 1 ticket each, but there is plenty of people abusing this, so no, it doesn't sound like a fair system.

I wish there was no refund for the members of the FC that bought a ticket and accepted the FC house; 5 tickets from the same FC? 250mil gil gone if it gets accepted.
That way these cheaters won't make such a clean profit from flipping fc houses
