seriously if people are seeing cheaters on streams, report them to the special task force. they have an additional set of of ToS for streamers from SE in conjunction with the FFXIV ToS.

Pity reporting them largely hasn't worked for the past decade.
It seems like rendering the mode unplayable for the people you get matched with is basically the only way to get noticed considering how quickly the Rival Wings hackers got purged, but in a way that affected legit players negatively as well.
Please no... I'd rather have bots than random frame drops due to an intrusive anti cheat.
The modern "anti cheat tools" are technically rootkits. You can read here what a rootkit is:
https://en.wikipedia.org/wiki/Rootkit
A rootkit itself opens a huge security hole into your system. And no, i do not believe, that rootkits can be made safe. Parts of antivirus software work also like a rootkit. They must work in this way because if not, then a real rootkit could disable the antivirus software because the rootkit would be activated earlier than the antivirus software. And antivirus software is itself very often a security risk and must be patched.
And again, anti cheat tools are useless against virtualization. Even if they have a rootkit nature. Refusing to start the "protected" application when a virtual environment is detected is the only way to stop it. But it is also not very user friendly. And if the virtualization host emulates real hardware then it can be very hard to detect whether application runs in a virtual environment or not.
Cheaters cannot be stopped if they put some effort in cheating. You can only increase the effort. But if the effort is too high, then it can happen, that the players will buy some "cheating services" for real money.
Cheers

Let's be clear. Anti Cheats are W O R T H L E S S if they're client side.
Every. Single. Time.
If you can't beat them join them
So you are asking a company ,that really cares about your own computer being yours and they have no right to see what you do on it,
to implement a utility from a gamestore where the gamestore itself is considered spyware in my book.
Whatever it is you are smoking, please share some.
That's why modern games use a combination of client-side and server-side anti-cheat mechanisms. Client side solutions are pretty much about seeing what's running alongside a game while also protecting what can/can't access the game client. Server side is for verifying what users do on their game client. World of Warcraft, for example, will disconnect a player if they move too fast as that's all verified server side.
