The lottery misunderstanding

The Japanese are really into gambling, and when there would be a 100% chance for you to win because you were the only one with a lottery ticket, it really wouldn't be exciting at all.
It's actually how they do it over there, it's a common thing.

So I believe that the way the lottery works right now is definitely intended and you're all being way too upset and too quick to jump onto the hate train before even thinking about it for a bit.

From the Housing Lottery notes: "One winning entry will be randomly selected from the pool of applicants, and the player who submitted that entry will gain the ability to finalize their purchase of the plot."

That tells me that there will and should be a winner, not a possibility that no one would get it.
