Woah, I didn't realise we are all salaried play testers employed by square enix. We should unionise! Higher pay and pay our subs too if the devs are gonna make us use systems that just straight up don't work

In easy terms, we're (likely) looking at:
0+bids (which is what your initial "bug fix" suggestion still is)
tacking on +1 would just make it:
0+bids+1
so it would end up pulling, in an example of 5 bids on a house, anywhere from 0-6 (so 2 bids that don't exist). Further exacerbating the problem. They need to make it so that it the RNG does NOT at ALL consider 0 as a possible bid, UNLESS there are 0 bids.
Exactly - who is to blame here? The developer who started this mess? The manager who didn't check the work? The QA guy who didn't do enough? Let's not forget the QC guy - was he looking at porn instead? Their managers who aren't doing their own QA/QC? The failure of not checking this on the pre-prod environment by testers? Or, the Director for letting it all pass through?

I had bid on a medium in the FC ward and was the only bidder. When 11:00 AM came, I was so damn happy I knew I had won this plot for my FC but nope, I lost to the 0 so now I'm just waiting to see what's going to happen.
the real answer here is that the timing should have been such that the winners were pulled Monday morning (Japan time) so that any glitches specific to the lotto drawing would have happened when the devs were in the office.
We were told Hrothgar and Viera were designed differently from the very start and that these things would be difficult. Obviously they care about textures when they announced a graphics update for 7.0 and changed them in 2.0 dungeons.
There are no relic steps for EW because the relics are not normally released until the 6.25 patch.
The "dumbing down and homogenization" can be seen from another perspective which is that they want to make jobs less annoying to play, such as stopping you from having to aim a cone while pulling mobs on a tank. I agree it's starting to go too far but their intention is just to make it less annoying.
In other news, there is no technical debt from 1.0.
