It makes sure anyone that was unable to relocate/get a house, potentially can still. You have 4 days to "check" to see if you won and claim, if for w/e reason you have to log on in the last day to find out you lost, that gives you like no time to see what others have become available if you were to just run a new lottery on the relocated plot immediately on a different timer. It essentially is just making sure all houses, across all areas that become available are available for everyone to lot on, in the same period. I don't find this unreasonable at all, it does make sense. Now it does suck that the competition on said lottery increases with every wave just due to the number of houses available going down.
The 4 day limbo period in addition to the 5 day lotto time, gives people ample time to scout around, see what's available, make a decision and throw down the cash. It seems slow, but it makes sense and I understand the decision.
You dont need 4 days to see what plots are available. You also have 5 days of bidding to see what plots are available. There is no reason to wait 4 days for nothing.
