It essentially is just making sure all houses, across all areas that become available are available for everyone to lot on, in the same period. I don't find this unreasonable at all, it does make sense. Now it does suck that the competition on said lottery increases with every wave just due to the number of houses available going down.

The 4 day limbo period in addition to the 5 day lotto time, gives people ample time to scout around, see what's available, make a decision and throw down the cash. It seems slow, but it makes sense and I understand the decision.

You dont need 4 days to see what plots are available. You also have 5 days of bidding to see what plots are available. There is no reason to wait 4 days for nothing.
