The 4 day waiting period is STILL NOT needed.
Look, if you relocate to a new plot in ishgard, your OLD PLOT IS NEW TO SOMEONE ELSE!
The 4 day waiting period should be to WAIT TO PRESS YES TO RELOCATE to the new plot. If you don't you stay at your old plot, get a penalty, move on. But the relocation process ONLY STARTS WHEN YOU PRESS YES TO CLAIM YOUR LOTTERY. It's not automatic.
Now when you press yes, you auto-relocate and your OLD plot is up for grabs.... right? No.
There should for NO REASON what so ever be a 4 day waiting period time on your OLD plot. It's already gone. It's demolished. It's waiting for a new owner, but no one can place a bid on that for 4 whole days. That is stupid, bad game design, and a needless waiting period for something that should be instant. Once it is readily available, it should be immediately biddable for 5 days. Not waiting to wait to bid for 4 days.
The old plot is ALREADY confirmed gone. You pressed yes, you relocated. You can't go back on it. Your house doesn't get demolished in the bidding process, it only gets demolished after you confirmed relocated.
Therefore there should ABSOLUTELY FOR NO REASON WHAT SO EVER, be a wait time on bidding on a new plot that is available for a new owner.
The reason is to keep all houses on the same timer so people don't have to watch every ward every day to see what came up for sale when. That's like, one of the main functions of the lottery system in the first place.
It makes sure anyone that was unable to relocate/get a house, potentially can still. You have 4 days to "check" to see if you won and claim, if for w/e reason you have to log on in the last day to find out you lost, that gives you like no time to see what others have become available if you were to just run a new lottery on the relocated plot immediately on a different timer. It essentially is just making sure all houses, across all areas that become available are available for everyone to lot on, in the same period. I don't find this unreasonable at all, it does make sense. Now it does suck that the competition on said lottery increases with every wave just due to the number of houses available going down.
The 4 day limbo period in addition to the 5 day lotto time, gives people ample time to scout around, see what's available, make a decision and throw down the cash. It seems slow, but it makes sense and I understand the decision.

You dont need 4 days to see what plots are available. You also have 5 days of bidding to see what plots are available. There is no reason to wait 4 days for nothing.
You just pointed out the problem that I was trying to express with doing it right away.
If the winner relocates immediately on day one hour one, and some of the people that lost, don't find out till the last day due to RL or w/e... if you had ran the lottery right away they would have roughly 24 hours to scout and find out the new lotto was available, already started and about to end.
Anyway I'm not arguing it isn't frustrating, simply that I understand it. Ideally we would just have enough houses for everyone, but you know .. here we are.

I really don't understand why they can't just let the people that won just go to it at anytime and claim it while restarting the lottery and refund the money to the people that lost on the same day. Is it something that the game can't do because of limitations or something like that.
It's a few days, you'll live.
