My entire FC stood outside the large plot that we had bid on 3 times with no competing bids, ready to celebrate but no, denied and everyone left feeling blue.

My FC experienced the same issue. Three of us each placed a ticket for separate houses. When last checked, and even after the results, it states that there was only one participant. When we checked the results for two of houses today, the winning results were 0, even though there was only one participant, which would mean that our FC should have automatically won. Instead, it gave us our Gil back and said we lost. Is the lottery system broken? I'm seeing that there were at least some winners in other wards since there are homes built or being built.

Had the same issue happen to me. I was the only bidder and recieved bidding number 1, but the resulting winning bid was 0. I accepted my refund as I was confused as to what this meant, but I would still like the plot that I rightfully won.

I would like to add that this is incredibly frustrating since my FC is a very small FC and we have been wanting a small home for the FC for quite some time. We thought we'd be able to finally get one with the implementation of the lottery system since we missed multiple homes in the last housing update, but of course the lottery system has to be broken. Really leaves us feeling sour about it. Hopefully they just redo the drawings with the participants that were already in line and don't just entirely redo it in four days as scheduled.

I would like to also 100% agree with what some others have said - I hope we are able to "re-roll" with those who had already put bids in. If we have to wait, the odds would be unfair as they would be lower due to more people bidding on a smaller number of houses. It would be unfair to those who had the same advantage/disadvantages as the people who were not affected. Just something to consider.
