Crafting, gathering, decorating a housing room, pvp, gold saucer games, just chilling and chatting with people....
There's a whole list of achievements to grind out if you're looking for some kind of task list.
I will find it hard to believe anyones run out of things to do. There's just the question if they want to do them.

Personally, with the classes I level, I do them for achievement's sake. A large motivation for me in this game correlates to having achievements. Beyond that, I just enjoy being able to play whatever class I so wish in the more casual content. This also ties neatly in with my completionism mentality of getting every relic in the game. But I understand that some people aren't as invigorated by grinding.
In terms of high-level stuff, I know some people enjoy challenging themselves by completing solo deep dungeons on a wide range of classes to see how far they can push each class within said content, all whilst getting some challenge that doesn't involve being heavily interactive with other people.
SE would really do themselves well if they could stop having limits on floors in deep dungeon, allowing people to just crawl for as high as they can, in addition to incorporating some aspects of Bozja/Eureka into said content.
Relic weapon has been one of the main pve grinds of each expansion but it's completely absent from launch until like halfway through the patch series.
If we're talking strictly about combat classes outside of raiding then yeah there isn't much endgame to do. You collect your weekly allowance of tomestones to gradually increase your item level, check out the latest trials and stuff, and that's it.
The only other game I play regularly handles endgame with an infinite exp system, where additional levels you gain after cap are converted into items to upgrade your gear. In this game people would abuse that running bots through easy fates and dungeons to farm exp 24/7.
We don't really need to be worried about what WoW offers for those who don't want to raid because there's plenty here already. Crafting, gathering, Gold Saucer games, Triple Triad, mount chasing, minion collection, song collecting, achievement hunting, PvP (which apparently is really fun with this new mode), glamour for non-combat stuff and things like relics, optional dungeons, Hunts, normal mode raids, and alliance raids for combat options. Plus new game+ to go back through the story again.
There's a lot of obscure combat stuff, like achievement hunting, money making from bicolours, farming relic weapons from each expansion, getting 10/10/10 prestige in Bozja, POTD/HOH Necromancer achievements. It's predominantly grind as opposed to overcoming encounters but there is enough combat grind in FF14 to last for a LONNNNG time.
The new Criterion dungeons coming soon may also be something that allows for smaller scale PVE challenges but we don't have much detail yet.
I switch from Dark Knight to Reaper/Dragoon quite a lot, having the ability to role-flex opens options in what content I can participate in. There's also some things that you can obtain such as the Amaro mount. Outside of content, I guess its just AFK flexing my Ultimate gear in Limsa pretending like I'll get noticed, and see what occurs in Limsa's daily shenanigans? Limsa's full of odd events almost every hour of the day and its hard not to engage with people.
Titles, minions, mounts, hair styles, music rolls, accessories, bardings, triple triad cards, glamour gear and housing items. You will need your combat jobs to get those. WoW also relies on cosmetic collections to help you decide what to do.
