PvP actions not usable in PvP

Because of the PvP job changes, the old PvP buttons are crossed out. You need to go to Wolves' Den Pier to remove/replace the actions on your hotbar since the game doesn't automatically do that for you.

This is what happens when an action has been removed from the game. Since pvp was overhauled, they have probably all changed. Have you tried looking in the pvp menu and adding the new actions to your hotbar?
