Request for slight Double Down rework for Gunbreaker

Since Double Down is on the same 60 second cooldown as No Mercy, have No Mercy grant a ready proc that lets you use Double Down to prevent drifting.

No thanks, preventing drift and keeping all your cooldowns inside of no mercy is one of the few examples of skill expression left in the game. I don't wanna become like warrior.
