    Yes to your question.

    As for it being apparent, there are a few easy ways to see what is going on. Starting with your HUD set up, you can enlarge the enemy team pannel. It shows what buffs each player has, as well as when their limit break is ready. At a quick glance, you can see "Oh, the samurai has LB ready. I should be careful about attacking them until he's used it. Or if I start attacking them, I should get ready to use my crowd control just in case." Not to plug myself or anything, but a good HUD set-up is essential to improving in PvP and I have made a guide on it here https://www.youtube.com/watch?v=Cw26G3oqLjg for any interested.

    Coming from PvE to PvP is difficult because the information which is important is so different. For example, perhaps in PvE you would rarely make use of the /focus function. But in PvP you could use /focus on an enemy to see where they are at all times, see what buffs they have, and what they are casting. Very useful information is it not? But maybe not very useful in PvE.

    That seems unfun tbh, regarding it procing, my entire kit is aoe aside from ruin. Just by existing i stand to fail the "just dont hit him 4head"

    I think you have a way of avoiding the setup. Your spells have a longer range than Zantetsuken, so if you stay in the backline it'll be harder for the Samurai to target you with it (both because of the range advantage and the fact that you're back there as 1 potential kill vs the funny multikill opportunity the brawl provides) and you can control who you deal damage to for 5 seconds. Also, the damage of Zantetsuken on someone with Kuzushi is 100% of their maximum HP, which means if you find yourself at risk of getting hit by the setup Radiant Aegis might help you out. Mountain Buster's Heavy could come in useful for slowing the Samurai down, making it easier to break line of sight.

    It's so easy to say (write in this case) "just stay out of reach" when it's a near impossible to do so considering how small the map is, let alone, so many corners. So much animation stuff popping off from both friendlies and enemies; one could turn it down, but you're greater risk by not seeing other animations that was turned off or set to "medium".

Look, "your" class, SAM, is brokenly overpowered, it has insane kit that makes it far superior to the other melee classes to include Reaper. Reaper right now is extremely strong; is it overpowered like Samurai? No. You have yet to state as to the reason why SAM needs (Insert whatever kit I called out) and why it should have it. Even if you were to respond intelligently (not just writing whatever you want because I called you a carried player (due to Samurai) indirectly and or simply declaring that "your" class should get nerfed), who's to say why the other melee DPSers can't have it either.

    You opted out of me saying anything else when I told you how to counter the setup and you responded with, and I quote, "I see you main Samurai, you really don't want Samurai to be balanced. Honestly, you're the same type of player that that gets this false sense of "I'm good because of me" when in reality, you're getting carried by the class." I've told you what stops it from happening, I've given advice to someone else that you can probably use, but that's too hard for you.
