Think of it like this from a business standpoint I believe the reason they are so bent on not doing instance housing or permanent plots is because having the housing system like it is keep people subscribed. They are called anchor plots for a reason. Think about it if you try for week, months or even years on end to get a house and you finally manage to get one, are you likely to unsubscribe and loose it? I would say hell no. Scarcity attracts people to something makes them want it more so people who have plots do not want to give it up. The best I will ever see square do is make more and more wards with time. So banking or hoping on them making instance housing you have a better chance finding bigfoot in your backyard.
Some people may disagree with this but you are right. I can definitely say there's been several months where I subscribed just to enter my house and keep it from demolishing precisely because I knew how scarce houses were, especially within the last 2-3 years. And I know of other people who have done the same.
