There should be a rolling lottery, not all bids going off at once

The 4 day wait between when plots are sold and when they can be bid on again is way too long when they're all on the same schedule. Why not make it a rolling lottery where every day there are more plots going on the market and some being sold? You can have a certain number of wards on one schedule and other wards on another. I think you could work the scheduling enough so that you have multiple lotteries going off every day. And then when folks lose out on a bid they can put their money on another house.

The delay exists so they have time to handle issues (like the massive one occurring), analyze data, and shuffle ward designations if necessary.
