Report them. Cite "lethargic play" in the report, since that's the explicit ToS violation you're aiming for. If someone is standing in spawn or otherwise just kind of running around in circles and making no effort to engage, no matter how bad the game is going, and it's clearly not just them waiting for allies to respawn or whatever... send the GMs a report on it.

As Yoshida has said in a recent letter, GMs do not take action unless there's an established pattern of that behavior - and without people flagging behavior as potentially destructive, that pattern will be impossible to establish. So don't worry about accidentally reporting someone that's not violating a rule - if they aren't consistently behaving that way, they won't get caught in the net. Even in casual, you should report these folks. Not only because it's intentionally ruining the game and wasting the time of 9 other players, but because in my experience people that are toxic in one area of the game tend to be toxic in other areas as well.

More on topic: Overtime is fine, but it needs to have a set limit. Two or three minutes is more than enough time to cross the map at least once (it's like maybe 30 seconds to go from mid to goal, including stopping at the checkpoint, if all five people stand on the checkpoint), and it removes the balance problems created by "everyone has to be on the point" design OT currently operates under. The game ends immediately when OT is up, and whoever has made the most progress at that time is declared the winner (including progress on checkpoint.) In the event that both teams are even, the match is declared a draw - no points gained or lost for either side.
