Yup. I've seen this since they started it during HW. Many pieces are just the base piece with an increase to main stat, VIT and the two sub stats. But a few have different sub stats entirely - just like in the OP's photo.

I took a quick look at the other tank body pieces. Many already have Crit/Det as the sub stats. Crafted body, 24-man body, raid body all have that. I think they felt some piece should have had skill speed. So they made it the augmented crafted piece.
