He's discussing materials license usage violations. SE has not cracked down on players taking "gravure" screenshots, you must provide real evidence for such a ridiculous claim.
The adventurer plates are not modded. Everything in the adventurer plates are glams and emotes available in all other parts of the game. If anything in the portraits are inappropriate, than they must also be inappropriate outside of the portraits.
The adventurer plates are not mods.
They were not cracking down on inappropriate screenshots. They were cracking down on modded screenshots.

These are entirely different. They have never actioned players for "obscene" screenshots, only for materials license violations. None of the adventurer plates are altered, everything is available in-game.
Yoshida was talking about mods in that quote.
