    No. If you queue, you accept the cutscenes. New players want to see it as it happens, not when you think they should.

    About players saying "let's us skip, watch cinematics later"

    This is a RPG game for a reason. If you want an extra XP, accept the price. As a player who enjoys the story and did Prae when cinematic could be skipped, I know how anti climatic it was watch it from my Inn.
