I think you might be logging into an area that doesnt' exist then. talk about bad luck. I'd try logging in and seeing if a friend can locate your toon in west thanalan. do you happen to know about where you logged out at? the closer you can get the better. maybe get your whole LS on a man hut sweep
a proxy allows you to mimic a different location. IE: someone in japan can use a proxy to make the server think they are in the US by jumping the signal to the proxy before communicating with the SE server. it would allow us to determine if it's truly a location issue. essentially your data will be routed along a different path. packet loss can worsen depending on what proxy you use, but it's another data point.
i use to use Insight when i was in Indiana. I had some issues playing some games with them. But i was also way out in the boonies and almost 10 miles from the fiberoptic cable. had several miles of copper cable to lose data on. they installed a closer fiber optic cable after a couple of years and that fixed some problems. I wouldn't rule that out completely. a lot of time the tech guys there don't really know that much. again i think your issue may be a combination of things.
Someone was posting that they had an issue accessing the update in Japan when they have an NA copy. they had to use a proxy to update (but did not need it to play) so i'm wondering if during the merger somehow your data think's its suppose to be somewhere else. it's a long shot but at this point might as well try anything and everything.
I believe the patch that introduced the new camps/structures happened before march. can anyone confirm that? i know they moved a lot of mob locations around and added random beastmen camps. if you were near broken water/natalan when you logged out you could be right on top of one of those structures that was added since you left. there may not be code that says 'if i can't exist here, move me there' but we won't nkow that unless a GM/dev posts that this is not possible.
You might also change your DNS settings and use google's free DNS server. I remember some people having this issue in Beta. switching DNS and IPv4 to IPv6 (or vice versa) helped. I really don't think that will help but again: might as well try anything and everything
