There's an even better solution to Guren and Senei.

Neither gets removed, but instead are made into unassignable actions that can only be used under a buff called.... "Hissatu Ready" which is granted by Ikishoten like "Ogi Namikiri ready"
Shinten and Kyuten change into Senei and Guren under "Hissatu Ready" and the buff is consumed when you use one or the other.

This reduces the issue of potentially drifting Ikishoten and Senei / Guren like it does now, and removes TWO BUTTONS, NOT JUST ONE, WHILE STILL RETAINING THAT "CHOICE" or w/e people like about having 2 of these fucking abilities.
There is no downside to this, as we don't have to choose between keeping one of them, and everybody wins while the skill floor is lowered in a meaningful way that doesn't affect Samurai's skill ceiling.
It makes even more sense since well, Senei and Guren are just upgraded Shinten and Kyuten, they even have the same kenki cost lol.
Absolutely the #1 thing I would suggest.
