I think the reason they got rid of Kaiten now that I went back to playing samurai a bit is that samurai does juggle a lot of knobs in a tight package. The idea is to keep up two different buffs via combo rotation while managing the energy meter through the OGCD attacks. Taking out Kaiten mostly just makes it easier to execute the Midare Setsugekka bit. The part that is really weird is how they made Tenka Goken a circle aoe and left Fuga a cone. Considering they turned overpower into a circle on warrior it really seems like an odd omission.
But we just do shinten before midare now....nothing changed in that regard. Ya'll keep trying to come up with these conclusions, but none of them have any logic behind it.
