That would work only if no new skills were added, so that people wanting to keep their 1-2-3 combo dont end up with way too much buttons to put on their bars. Which is not what the op is asking for when he say that the important part is to replace the empty buttons into new skills for those jobs.
And even if they did offer this as an option without adding more skills to 'fill the gaps', those who opted in to consolidated combo's would be pariahs in the same way as those who use combat macros. They'd be opting to play suboptimal (due to what I said in my previous post, being unable to line up buff refreshes and skill modification), and thus spawn a new subset of elitism and exclusion.That would work only if no new skills were added, so that people wanting to keep their 1-2-3 combo dont end up with way too much buttons to put on their bars.
