Point based. If you get above 50k you get the gold chest.
What I've done with random pickup groups: have all dom/w besides one that is of hand or land go do wahtever they do. Rush in and protect the 1st line of archers as much as possible. That's about it, none have been special and the most points I've obtained is 13.5k or so. But the first group I did it with the guy had gotten one helmet and an inferno seal or something like that at the golden bazaar. Not in our group though

What is the point of provisioning? If you dont get top 20, do you get anything?

yep, the higher your score, the better chest drops
it has 3 different chests(like leves do when you find them randomly)
the normal one, the medium one, and the good gold one(50k to earn this) drop rate is dertermined by the chest color which is based on score

It influences the type of chest you get. If you get a low score you will more than likely just get alot of fireworks. If you have a middle ranged score you are more than likely going to get a ton of dark matter. No idea what the gold chest gives but people are saying its near guaranteed, if not guaranteed to give you one of the seals.

Last question. For provisioning, you show up at Hamlet (like in Battle phase) and just craft/hand in supplies to NPC at actual Hamlet?
no, you hand it in during the 50 hours before the hamlet goes into the battle phase, the quartermaster outside accepts donations for that as long as it isnt in the battle phase
