Draw/Play used to be a consolidated action back in Heavensward/Stormblood, then they eventually got divided going into Shadowbringers. The same for Minor Arcana too, although that was a single target ability so you still had to toggle to an ally/foe to heal or attack, whereas you can just blindly mash that key now to heal or attack.

Would definitely like it if they could be combined once more, at the moment the only problem would be seeing how many stacks of [Draw] you have, and in a way not being able to see the [Minor Arcana] re-cast timer - so I do get why they may be split at the moment (or hope, since sometimes class changes feel like russian roulette).
not for healers cause that would mean they have a chance to get better which the devs seems adamant on denying such hope, example liturgy was expected to trigger from allies getting damaged and then we got....that abomination of implementation for a healer skill.
