The Ward System does not work anymore, an the lotto will further complicate matters with the demands. I know it was the vision of the teams involved to make it feel like places teeming with life and activity but this is not sustainable longterm an it only serves to push the hardware to its limits.
it is time we abandon this old ward system an leave it alone an let it disappear over time let free companies maintain them thats what groups are for no? to share one big shared space. an individual does not need to have neighbors to feel included in something thats what we have the beautiful cities an open world for to grant us inclusivity if we so desire it or the party finder, fellowship finder etc.
what players want most of all for housing in this game is their own private home space an yard to share with their friends an idle at their leisure, free of restrictions on how they can decorate this space and being able to choose the size of their home.
now lets talk about how we can achieve this goal, just like the developers craft new instanced areas for expansions they can do so for a completely instanced house area for individual players in fact they do so every expansion a new inn room is added for the various new areas so rather than do that how bout instead add a private land space for individuals instead then give players various customization options an the ability to build their own house of any size on this plot of instanced land.
this would be a good reason to encourage players to level crafts and gathering or to simply purchase materials to complete a building without having to rely on building with their own hands. and as for themes of these land instances i would propose giving players a choice to change scenery based upon the expansions they've completed so far example say one completed HW then in this instanced land they can change the scene to that of a snowy field.
