I don't see much logic in this since 75% of player housing is FC only. So unless they are relocating from wards 19-24, nothing will change in terms of personal acquisition.
Course they made it mostly FC housing for a reason.

Once the, what, 9 days, are past every single one of them will be full on Hyperion. Maybe even all of Primal.
The good news is, 90% of those FC's will be leaving a house somewhere else, and you'll be able to start a lotto on THAT.
So think of the 70% FC occupion in Ishgard as just being delayed by 2 weeks.

If it had been all private housing, then the larges MIGHT be people moving from other larges, or from small/medium.
The Mediums might be people moving from other mediums or smalls.
The smalls though are not likely to be people moving from other smalls, that are likely to be mostly new housing.
So maybe 100 other plots would open up elsewhere in the world if it was all private.
Instead 30% will be private, but 50% will cause openings ELSEWHERE IN THE WORLD.
They've effectively added a new ward to every single other housing location in the game.

removes a private home off the board, as they will turn into an FC only lot once vacated. This means moving forward the number of private residences will continue to drop, significantly, and FC lots will continue to increase.
If you look at the current allotment across all the older housing zones, private houses far outnumber FC houses, despite the fact that FC's always had a substantial advantage in the old "click to win" system as they could have several people clicking on a placard at the same time vs 1 per private residence. Every house I ever clicked on there was maybe 1-2 groups for an FC (usually bots TBH) and at least a dozen people trying to get a private. The reason that private houses far outnumber FC currently, is because the demand is far higher for private. It makes no sense to split housing 75% in favor of FC's - Squeenix went backwards on lottery allotment IMO.

They'll reassess the wards by then, and open up more of them to personal housing. This isn't unlike the time they released new wards and made them FC only for a time. Eventually they unlocked it so that anything left could be taken up as a personal house. Like what would happen though if, and I mean IF, people just oh I dont know..merged FCs? like 'OH, this FC has been around forever and it even has an amazing plot...maybe I should take my 15 FC members and apply to them since they seem to do the SAME THING mine does!" Because merging FCs generally isn't a good idea? FCs develop their own personalities and cultures. Then get a Linkshell for your people. You could even suggest to the FC or FC leader to implement something like linkshells for certain groups. You dont have to interact or even like everyone in a FC. Theres also the blacklist option. You get FCs for the help, buffs, rare mats/minions/items that only come from airships and subs, gardening and community. Theyre not all bad. If it just irks people so much that they feel the need to have their own instead of a simple Linkshell, go for it. But that doesn't entitle them to housing system overhauls, no.
I dont think the lottery is a bad idea really, but I do not understand the decision to have 3 times more FC housing than personal - across all housing zones... its just crazy.
I read in the past that Squeenix wanted to foster large, vibrant, active FCs.... having 3 times more FC housing than personal doesn't seem to be the best way to promote that goal.
if there are lots of large active FC's on a server, one FC house should be a FC home for dozens to hundreds of players... each personal house is just for one, maybe two players. It seems like they have the allotment backwards.
Having this many FC houses almost promotes tiny isolated FC's as people will likely split from larger FC's just so they can get a house - since a personal one is not nearly as likely to happen
Acquiring a house has been harder and harder since the inception of housing itself. Often looking back at the previous solutions were not that bad. Placard clicking was awful and we shouldn't ever go back to that. Going back to no timers and more wards would have been the best choice on every front. Lottery is just a funnel when a plot opens up after this first wave you will have a few hundred personal players alone trying for that one spot. Seconded. An especially odd choice given their desire to make the game more solo friendly. Here's hoping, at least. (I did see somewhere else that one world started with FC only, and then it shifted? so hopefully this is temporary.) The lottery system, however? That I very much like.
