These 4 lines pretty much say it all. I don't quite understand the logic of making the Kaeshi continuations no more potent than the original attacks. It's not like the extra crit damage is going to make up for the fact they're the same potency. So it really look like Kaeshi are just going to be extra buttons you press because they're there and not because you actually *want* to because of the previously huge numbers.
In the end, it's technically a 3(!) DPS loss at best, and a 3% loss at worst with the changes. Crit scaling takes a hit though, so it might get worse in the longer run, but then perhaps they will adjust the potencies accordingly in the next patch/hotfix.
