FC Housing Plots with the Lottery System

What they need to -and should- do, is change the housing system so that FCs can only have _one_ house. A lot of the houses are taken up by shell FCs or through exploits, and frankly, it's absolutely bogus this was never addressed at all afaik. If an FC has multiple houses (i.e. the ward on Mateus, several on Ultros in Mist/LB) they keep one but the rest are yeeted into available plots.

The lotto system is a nice change in all fairness to S-E, but it's putting a bandaid meant for a human on a bursting water pipe imho.

There's a difference between an FC-owned House(where 1 is only allowed) and an individually owned house by a character. The house purchased by the FC Owner is subject to only owning that one house since they are the one purchasing. If someone in that FC wants to by a house for themselves and not an apartment inside the FC, they then can go out into the housing market and find themselves one. It's not just ONE FC holding an entire ward hostage if the individuals are doing it; but if it's being held up by suspicious bots, then it becomes understandable at that point and requires thorough investigation.
