That would destroy a lot of the point of savage, which is to get your gear advantage over everyone else. For the first 4 months after raids release, max item level is the exclusive privilege of those who do savage, then for the next 4 months non-raiders can get it too.

2) If the patch cycle is slowing down, then they need to increase the tome cap at week 7 or 8 to help people with gearing. Maybe even slightly increase the reward from the roulettes so that the players don't have to run more things to fill it as well. This doesn't need to be a double up, but even going to 600 per week would be a huge help.
- The reason for this is that people in general are going to want to gear more than one job. 450 is just not enough tomes to do it efficiently if they are also engaged in savage or they main two or three jobs.
I've been done with my useful tomestone gear for weeks. Even if I wasn't, I've got enough drops from savage to gear other jobs as well. None of that is necessary because crafted gear is good enough to do the raids with.
