No amount of gil would be a deterrent. Plot prices SE has establshed in no way represent the real value of those plots. Gil is highly abundant while housing is extremely limited. Given the option, many would be fine paying hundreds of millions for a guaranteed house. In fact they had already done just that before SE closed immediate relocation loophole.
