On the one hand, I am not commenting on what's going on over at OCE worlds. I think that's a special case and warrants different consideration by the devs. tbh I think the current housing wards should be FCFS, the new ones in Ishgard all lotto. But that's just my opinion there, obviously I have no stake there, and so take anything I say about it with a grain of salt.

For the established servers, however, I'm of the opinion there's too much chance for abuse to allow people to withdraw tickets and put them into other plots. Of course, I have no idea how they plan to implement the lotto other than the very brief amount of info they've given. On learning new information my opinion on this may change.
