A rollback is performed when your account has been compromised and you request upon finding out your tradable stuff is gone. It's a time intensive process and if the losses are not that great, it may be better to accept the loss and not lose playtime.

An item restoration is done for a single item and does not involve rollbacks. You can either have a lost item restored or if the item was bought with a currency, have the item swapped to an item of lesser or equal value. You can also have the totems, coffer etc. restored if the item came from those. GMs never refund the used currency (gil, tomes, GC seals, hunt seals etc.). The exchange process involves discarding the wrong item with the desired item being sent to you via mogmail.
