we only see this level of cartoony racism in ishgard against the dragonsHow on earth could a Garlean WoL even go two steps into the MSQ without getting run out of town, arrested, or murdered on the spot? This would be like a nazi in full SS garb just sauntering around America during WWII.
If your "third eye" is just perpetually covered by your hair and/or headwear so nobody knows you're Garlean, then I don't even know what it is you're asking for other than to just keep playing a hyur and privately RP as a "secret Garlean" like you're already doing.
We see plenty of racism in ARR. Eorzeans towards Beastmen, Garleans towards the Eorzean savages, even the various Eorzean races towards each other.
The story takes on a more accepting and hopeful tone, but some characters are still pretty damn racist. The Bozjans wouldn't accept Cid at first, even with the famous liberator of Doma vouching for him, and the Reapers in Ul'dah still make an effort to hide their Garlean heritages.

We do not see this toward players though. You wont' see any duskwight or moonkeepers in Gridania, but if a player of one of those races goes there it never gets brought up. The same with any au ra in Ishgard.
