Garleans with the third eye are pure blooded, and pure-blooded garleans can't manipulate aether..

I believe one of the Encylopedia Eorzeas (I forget if it's the first or second) states directly that a very small percentage of Garleans are in fact capable of utilizing aether. We've also had two separate in-game examples of pure-blooded Garleans using actual magic, not counting Zenos' unique brand of strangeness and Lucia.

The Encyclopedia is written from an in-universe perspective, to me the entry comes across as much like hearsay as anything. The writer would likely have heard tales of Garleans using magic, some have been known to use it after all, Zenos and Reapers being obvious examples, but it's not really magic as Eorzeans know it.

Also, if I remember correctly from last time this debate came up, Lucia doesn't use magic anymore. Kind of a shame in my opinion, I liked the idea of a Garlean spy putting in ridiculous amounts of effort and training in order to use a novice level spell as part of their cover.
