If you fly very high and look at Ala Mhigo from Porta Praetoria, you can see that the city of Ala Mhigo is fully available to us. The part we can't access from The Lochs is part of the dungeon, which you can enter with Explorer Mode.
In other news, there is no technical debt from 1.0.

I'm hoping for an Ala Mhigan Restoration, if not in 6.X, then maybe in 7.X. It's not the front line of a war anymore, it's safe to start rebuilding.
Come visit the scenic sights of Garlean banners, destroyed market stands, and ugly barricades. Nah, explorer mode doesn't cut it for what's supposed to be a whole city-state. That's like boarding off Ishgard to the parts you can see in the Steps of Faith trial.
honestly all of gyr abania was a little bit of a letdown. if they make ala mhigo a city state it needs to stand head and shoulders above the region its in aesthetically.
Ala Mhigo already stands head and shoulders above the rest of Gyr Abania aesthetically even if it's an aesthetic that doesn't appeal to you. I'm not certain what you're expecting from a region that's a desert lacking natural resources with the larger bodies of water contaminated with salt. The Royal Menagerie was an extravagant indulgence built by Theodoric for his wife that has got to be difficult to maintain.
I think that if we ever get the rest of Ilsabard filled out in an expansion (which I would love to finally have a complete, connected map of the three great continents), then making Ala Mhigo a hub just makes sense.
And I think there is a fairly decent likelihood of this happening at some point. There is clearly player interest in Ala Mhigo and sweeping away all the clouds covering Ilsabard. And while we will likely explore Meracydia and the New World at some point, I don't think the devs are going to totally abandon developments on the home continents.
I doubt that we will find the prime cities of Garlemald or Ala Mhigo fleshed out in any greater detail for quite some time, if ever. Yeah, it's a bummer from an RP perspective, but ...
The war with Garlemald is over. The war with the Garleans in Ala Mhigo is over. Neither area can be changed on a massive scale in order to accommodate the changes necessary to flesh out those areas without dropping the storylines that comprise Stormblood and Endwalker.
The only way there can be changes would be to expand the territories in a new expansion, complete with some separate major cities in the regions. That is likelier to happen than a complete revamp of current cities.
An actual city-state hub is a clean way of expanding Ala Mhigo. Just like the Firmament to Ishgard. You wouldn't change the current map at all to accommodate for "Stormblood-era" stories. So, you just want player housing there, right? Not a vibrant city to surround that Aetheryte? That would work fine, and certainly be easier, assuming SE ever decides to make more housing. I expect that the city would no longer be accessible by flying over it though.
