Textures appearing on wrong layer

You may want to post a screen shot, or a photo of you screen (in case it is some video card/monitor glitch that isn't software level and as such doesn't show on a screen shot)
To post a image here:

1. Go to an image hosting website, I use Imgur ( https://imgur.com/ )
2. Upload your screenshot/photo file there
3. Get the link to the image from there and use the Insert Image (or Insert Link) icon here to add it to your message post

I genuinely do not understand what you are seeing, so if I can see it, I might be able to figure out what is going on.

Oh, and just to add, your CPU and GPU combo is very miss matched. The CPU you have is extremely under-powered for the video card you have, any performance hits you may have in games and productivity is due to that CPU.
I would suggest you save up and upgrade to an AMD Ryzen 2xxx based or an Intel iCore 9xxx based CPU platform at minimum, to get the better performance from that GPU.
