Unfortunately the devs simply do not care to fix the issue. They've been putting bandaids on it since housing was first introduced and there is no sign that anything will change in regards to that. It is incredibly disappointed since even games from as far back as 2004 (Everquest 2) had MUCH better housing that was available to everyone or 2007 (Lord of the Rings Online) which used the neighborhood system that FFXIV copied and did it far better. When a housing district/neighborhood got close to being filled a new one would be automatically created to provide more housing.
While I understand that the FFXIV systems weren't designed the same way or with housing in mind(apparently), the fact that they just keep tacking more spaghetti code in to try and make it work rather than rehaul the system is very frustrating. And the limits they claim exist have been shown time and time again to not actually be limits. Originally it was impossible to increase item limits in houses, then they increased it. It was impossible to add more wards, and then they did. It was impossible to add any more district space and then they added subdivisions. It was impossible to give us more instanced housing and then they gave us apartments.
So either they are lying when they say things can't be done or they are duct taping code together to make it happen. They would have been much better off to redo the whole thing from the ground up and we are likely so deep down the rabbit hole now they won't go back.
More like Square not allowing them to fix it (increasing budget).

take for example the current oceania DC situation, the place is barren because housing has not been enabled yet, very reminiscent of wow/gw2/new world servers a few weeks into the release of a new expansion.

Similarly speaking there are a lot of mechanics in the game that look dumb but serve a purpose, such as shadowbringers relics being grindable in heavensward zones and stormblood alliance raids, which were done so to create the illusion that those areas were populated, so as to trick free trial players into subscribing.
I wouldnt necessarily word it like that with the ShB relic weapon grinds. It was more so to keep old zones/content still relevant for current game instead of falling into the typical WoW trap of nothing mattering after the previous expansion. Absolutely. SE is doing the new DC a huge disservice by locking housing for so long.

It's pretty common to use "it's not possible" as a shorthand for "it's possible but we don't think it's worth it".
I suggest an apartment. Most servers have them available, whether in the housing areas or via FC.
Pretty much this. There's also the problem of it affecting current homeowners and those with grandfathered homes, which will just cause more of a storm than the one they have now if anyone loses anything.
