Why does CNJ/WHM need an ability to control threat? They already have an enmity reducing ability; it's not within the scope of their job to transfer threat to other people.

Rampart is single target for CNJ/WHM so the threat generation is negligible. That and if you using Rampart is peeling a mob away from your tank, they're not doing their job correctly.
